- Get quotes from engineers and architects and recommend the best ones for you
- Monitor environmental studies and design development and lead ongoing pre-construction progress meetings
- Get bids from qualified contractors and recommend the best ones for you
- Develop and oversee the project budget and find ways to save costs
- Develop and oversee the project schedule and find ways to expedite design and construction
- Coordinate with governing agencies for plat and Development Order approval, environmental, permitting, inspections and certification
- Monitor construction progress and lead ongoing construction progress meetings
- Oversee construction administration services including review of pay applications, change order requests, submittals, shop drawing review, insurance, bonds, lien waivers and as-builts
- Visit the construction site regularly to review construction progress, workmanship and site cleanliness and resolve any field questions or concerns
- Provide project meeting minutes to client staff, the design team and the construction team
- Provide monthly Progress Reports to the ownership team with updates on design and construction progress, actual vs. budgeted costs, change orders, schedule status, issues, questions or concerns
- Coordinate with utility and data providers for gas, electric, streetlights and fiber optics

Scott Flynn, P.E.
As the owner of ECS, I’m proud to say our company is built on a foundation of integrity, hard work and a genuine passion for helping our clients succeed.
I was raised in Iowa where I learned the value of faith, family and doing what’s right - even when no one’s looking. Today out team carries those same values into every project we take on. ECS is based in Fort Myers, Florida, but we’ve had the privilege of completing projects across Florida and the United States. No matter where the job takes us, our mission remains the same - to serve our clients with honesty, transparency, and a commitment to excellence.
For me, this work is personal. I thrive on the challenges the construction industry throws our way. I love seeing a job through from the first phone call to the final walk through and the life-long friendships I’ve built with clients over the years are the most special part of what I do.
