Engineering & Construction Services provides independent leadership over design and construction projects - from concept through completion.

We represent developers, private owners, executives and capital investment partners who require cost control, schedule enforcement, quality workmanship, and contractual accountability. 


Unlike contractors or construction managers, ECS does not profit from project cost escalation or scope expansion. Our responsibility is singular: To protect your financial investment and ensure disciplined project execution. We operate as your internal project executive - without the permanent overhead of expanding your payroll. 


We do not design or build projects. We protect them.

✅ Project Accountability: From concept development through the ribbon cutting, we coordinate with consultants, governmental agencies, utility companies, engineers, architects, contractors, subcontractors, and suppliers so everyone is held accountable for their performance. 


✅ Risk Mitigation: We identify potential construction risks before they create problems with the budget, schedule, or workmanship.


✅ Cost Control: We control the project budget, provide financial tracking, review and negotiate change orders and contractor claims, and protect owner interests in contracts.


✅ Schedule Adherence: We monitor engineering and architectural design services and contractor work performance, especially critical path management, to avoid schedule slippage and get owner assets operational as soon as possible. 


✅ Owner-Aligned Representation: We objectively filter every project decision through one standard - what best protects the owner's best interests? We also ensure the owner maintains decision authority at every stage of the design development and construction. 


✅ Executive Level Reporting: We lead ongoing Progress Meetings with the design, construction, and ownership team to maintain open communications, assign responsible parties and completion dates for critical tasks, track progress, identify issues, and resolve problems. In addition, we provide a complete written record with detailed Meeting Minutes and Executive Progress Reports.

A Message from Our Founder

Scott Flynn, P.E.

As the President of ECS, I’m proud to say our company is founded on the Christian principles of love, respect, integrity, hard work and helping others. Unfortunately, not everyone in the construction industry shares my values. All too often, projects are delayed, costs spiral out of control, design firms and contractors are not held accountable and owners are treated unfairly. ECS was built to change all that. 


Because I'm licensed in Florida as both a Florida Professional Engineer (PE# 76302) and a Certified General Contractor (CGC #1532229), I have a clear understand what can cause performance issues for both design and construction work. Because I previously worked as a private business executive on multi-million dollar, fast-track construction projects and later worked as an executive for both a General Contractor and a Mechanical Contractor, I also understand the teamwork and cooperation required to make a project succeed.

We'll treat your capital like our own, your objectives as our mission, and your deadlines as non-negotiable.
